A Discourse on Ongoing Social Problem of The Low Fertility in Korea: Focused on news reports and academic journal articles

Abstract
The low fertility rate in Korea is a ongoing social problem. Statistics Korea made a public statement about the total fertility rate of 0.98 on the February 27 of 2019. It has been the lowest rate since 1970. The mass media in Korea considered it as an issue of threatening the existence of a nation. This paper asked why this shocking phenomenon occurred in this society despite of all the efforts over decades. The expected roles of mess media and Korean scholarly world on the low fertility issue are subjects of this discourse. NAVER news and academic journal articles produced by the Korea Education and Research Information Service were utilized for the process. The response contents of mass media and the title of the journal articles were collected and analyzed. Response contents of the mess media were not quite new. Those were mostly a summary of past affairs. Similarity and repeatability of the contents were found. The expected roles of the journal articles were unsatisfactory regarding timely research and proper quantity in order to support fertility issue of the time. They also had a tendency to similarity and repeatability. Although there has been confirmed the low fertility rate in 1983, the expected social roles of those two groups have not been effective enough. Nevertheless, It does not look like a matter of those groups only. It rather seems shared and latent factors to all Korean.
